Portugal's compliance model centres on certified invoicing software: since 2019 (Decree-Law 28/2019) businesses above €50k turnover must issue invoices from software certified by the tax authority (AT), including unique document codes (ATCUD) and QR codes, alongside SAF-T (PT) reporting.

For software comparison the hard question is simply: does the package hold a valid AT certification?
