ZUGFeRD (Germany) and Factur-X (France) are the same hybrid format: a PDF/A-3 file that is human-readable, with an embedded XML dataset that machines process. From version 2.0.1 (profile EN 16931) it qualifies as a compliant e-invoice in Germany. The XML — not the PDF image — is the legally decisive part.
